Private Wells in Texas: What Rural Land Buyers Should Check

A private well can make rural property possible, but a well is not a guarantee of unlimited or uniform water. Records, aquifers, depth, yield, quality, local groundwater rules and nearby land uses all matter before closing.

A listing that says 'well' answers only one question: there is, or was, a well associated with the property. It does not tell you whether the well is properly documented, how deep it is, what formation it draws from, how much it produces, what the water quality is, what condition the pump is in or whether the system will meet your plans. For rural land, water deserves the same level of due diligence as access, title and septic.

Texas has extensive public groundwater data, but those records have to be interpreted carefully. The Texas Water Development Board maintains both a Groundwater Database and the Submitted Drillers Reports system, along with interactive mapping tools. They are excellent starting points for learning what has been drilled nearby. They are not a warranty that every mapped point is perfectly located or that an old well will perform today exactly as it did when completed.

Start with records, not assumptions

For wells drilled from 2003 forward, registered drillers submit reports through the modern state reporting system that feeds the Submitted Drillers Reports database. Older reports may be found through the Texas Commission on Environmental Quality's Water Well Report Viewer. TWDB's own well-report guidance emphasizes using the approximate drill date, former owner name, well depth, drilling company and property description to match a record to the correct well.

That matching step matters on acreage where several wells may have existed over time. A mapped record near the parcel could belong to a neighbor, an abandoned livestock well or a prior tract configuration. Compare the report with the actual well location, owner history, legal description and physical equipment before treating the database record as the property's definitive file.

Read the well report for what it can tell you

A driller report can contain useful clues such as total depth, casing, completion information, proposed use and the formations encountered during drilling. Some records include water levels or yield information. Together, those details help a qualified professional understand how the well was constructed and what part of the groundwater system it was intended to use.

A report is still a snapshot from the time of drilling. Pumps wear out, water levels move, wells can be modified and nearby pumping can change conditions. A decades-old report should be treated as history to investigate, not current performance testing.

Depth is not the same as yield

A deeper well is not automatically a better well. Well performance depends on local geology, construction, the water-bearing interval, pumping conditions and groundwater levels. Two nearby properties can have different well histories because aquifers are not uniform tanks. Fractured rock, sand thickness, faults and changes in water quality can all matter over relatively short distances.

Ask for evidence of current performance when the purchase depends on substantial water use. A household that previously served two people may not prove the system can support a larger family, extensive irrigation, livestock, multiple dwellings or a commercial use. Your expected demand belongs in the evaluation.

Ask what aquifer or formation supplies the well

Knowing the aquifer gives context for regional water conditions, but broad aquifer maps are not a substitute for site-specific investigation. The same aquifer can be shallow and fresh in one area, deeper and more mineralized in another, or locally difficult to produce because of geologic variation.

Nearby well records are especially useful when viewed as a pattern rather than a promise. If multiple nearby wells show similar depths and aquifer assignments, that can help establish regional expectations. If records vary widely, that is a signal to be more cautious about using a neighbor's experience as the budget for a new well.

Water quality deserves its own check

Clear water is not proof of safe or desirable water quality. Private well owners are responsible for understanding their water. Testing before purchase can establish a baseline and identify issues that might require treatment or further investigation. The appropriate test panel can depend on geology, land use and nearby contamination risks, so professional or local public-health guidance is more useful than a one-size-fits-all checklist.

Also inspect the treatment equipment that already exists. Softeners, filters, disinfection systems or storage tanks can be clues that the household has been managing hardness, sediment, odor, bacteria or another issue. Ask what the equipment does, how often it is serviced and whether the seller has recent test results.

Groundwater rules are local as well as statewide

Texas groundwater management includes groundwater conservation districts in many areas. District boundaries do not perfectly follow county lines, and rules can differ. Buyers planning a new well, larger-capacity pumping, irrigation or a use beyond ordinary domestic demand should identify the applicable district, if any, and review current registration, spacing, permitting and reporting requirements.

Do that before assuming a large tract can simply add another high-capacity well. The existence of groundwater beneath the property and the legal or practical ability to produce the amount you want are related but separate questions.

The well is only one component of the water system

A usable rural water system includes the well, pump, electrical controls, pressure tank, piping and sometimes storage and treatment equipment. A well with adequate groundwater can still produce unreliable household service if the pump is failing, the pressure system is undersized or electrical components are deteriorated.

Inspect the equipment location and protection too. Flooding, vehicle access, livestock, chemical storage and nearby septic components can all create practical concerns. The physical site should make sense for maintenance and should not rely on access across land you do not control.

A practical rural-water checklist

  • Locate every existing well on the property and compare it with available state and local records.
  • Identify the aquifer or water-bearing formation associated with the site and review nearby well patterns.
  • Ask for well depth, completion information, pump details, service records and any recent production testing.
  • Evaluate your expected demand instead of assuming prior household use matches your plans.
  • Test water quality as appropriate and investigate nearby potential contamination sources and treatment equipment.
  • Check groundwater conservation district jurisdiction and current rules before planning new or higher-capacity pumping.
  • Inspect the pressure tank, controls, storage and distribution system rather than evaluating only the hole in the ground.
  • If there is no well, price drilling only after local records, aquifer research and conversations with qualified local drillers—not from a statewide average.

No record is still useful information

If you cannot match an existing well to a state report, do not simply assume the database is wrong and move on. Older records can be difficult to locate, addresses change and some historic documents are incomplete. Use TWDB's locating guidance, prior owner information, county records and a qualified professional to keep working the question. The uncertainty itself belongs in the purchase decision.

Water due diligence belongs before closing

A private well can be a dependable and economical rural water source, but it should be investigated like any other major property system. The safest approach combines official records, local groundwater context, on-site inspection, current performance information and appropriate water testing before assuming the land has the water capacity your plans require. A beautiful tract with uncertain water is still a property with an unresolved infrastructure question.
